Local Community-Based Disaster Management: A Local Community Participatory Approach  To Addressing The problem of Ineffectiveness  Disaster Management In Indonesia

1.Background
Indonesia is a country rich in diversity, ranging from cultural diversity to the diversity of natural wealth. This is because Indonesia is a very strategic location. Because of this location as well, Indonesia is in the pacific ring of fire area. Pacific ring of fire is the area around the disaster-prone Pacific ocean. Therefore, Indonesia is also a country that has diversity of disasters such as earthquakes, tsunamis, volcanic eruptions, floods, forest fires, conflict and terror.

Of course, these disasters cause huge loss for us if that happens. For example, the devastating earthquake and tsunami in Aceh on 26 December that resulted in 216,000 dead and 29,579 homes were destroyed. This is just one example of losses due to disasters,  how if we calculate the overall losses due to disasters from 2004 until now?.

Realizing this, we, the State and all concerned shall immediately be prepared to face the disasters. Perhaps this natural disaster that can not be prevented, because of natural disasters is a natural cycle that would occur. That only we can do is get ready (before-during-after the disaster) and how to prevent these disasters for not too many casualties and harm our socio-cultural, economic, psychological as well as its other.


Actually the government is doing that through a policy disaster Management. But the disaster manajemn less effective in their implementation. Capability of disaster management system (disaster management) which empties into the helplessness systems and procedures for disaster management at national to local level is still considered weak. We have always offered the same phenomenon in the handling of natural disasters. Starting from the delay in relief on one side and piled them assistance on the other hand, no system early warning which could give direction to society what they should do in an emergency, the government's promise that was never realized in one piece in a matter of post-disaster rehabilitation of victims plus the issue of corruption which is almost always a factor in the management of follow-up natural disasters in the homeland. Why is that? Bishnu Pandey and Kenji Okazaki in their article (Community Based Disaster Management: Empowering Communities to Cope with Disaster Risks) says that during this disaster management applied to forget a very important substance of sustainability disaster management, namely community participation. During this time people are only positioned as the only object and its role is limited. In fact the community very instrumental in the success of a disaster Management.

Problem 
From the above background of the problem is formulated as follows:
1. As to whether and how the implementation of effective disaster management and accordancewith the conditions in Indonesia? 
Objectives and Benefits of writing                                                                                               
1. Describes an effective disaster management concepts and appropriate for the conditions in Indonesia in general and simple that it can be an input to the government to assist the implementation of an effective disaster management and accordance with the conditions of Indonesia.
2. Explain the importance of community participation so that they are aware of their role in a disaster Management.
Writing Methods  
The method of writing done by the method of scientific writing and data collection were taken from the literature review and discussion and then analyzed on a qualitative-descriptive.

Discussion
Disaster management should be applied in indonesi
a which has a variety of disasters and cultural diversity is local community-based disaster management. The goal is to become independent in the local community deal with and minimize losses due to disasters. This concept is very effective because it embraces the most important substance in a Disaster Management which involves the entire community. This is what should really be realized and implemented by the government

The local people I mean the people who are at the location of the disaster. Why should the local community? Because local communities are communities that intersect directly with hazard disasters and usually those who suffered the greatest losses.  

How do we deploy the concept of local community-based disaster mangement? simple way. Make people aware of their role in disaster management by involving local communities in any disaster management cycle from mitigation phase until the recovery phase. This could do by changing the system from top-down policy-making to the buttom-up. But in ways that are used must be aligned to local communities by taking into account socio-cultural value of the local community. For example revitalize local knowledge and involving them in monitoring the rehabilitation and reconstruction.

Conclusions and Suggestions
 
1. During this ineffective disaster management due to lack of community participation. Therefore the community (including the academic community) is expected to participate actively and comprehensively in a disaster management starting from the mitigation phase to the recovery phase according their respective roles.  
2. There is full participation in local community-based disaster manajemen concept. For it expected the government to immediately applying this concept.
